EMPR, Auditing And Compliance Monitoring

As part of the Environmental Impact Assessment (EIA) Process, an Environmental Management Program (EMPr) needs to be created. Its purpose is to transfer all the knowledge and information generated during the EIA phase to the Implementation phase. The EMPr helps the Applicant handle environmental impacts caused by the developmental activities in a way that ensures that the environment and its natural resources are not compromised during construction and/or operational phases. The final EMPr will be submitted to the Competent Authority (CA) along with the Final Environmental Impact Assessment Report for review and approval.

Understanding Environmental Management Program Reports (EMPR)

  •  Environmental Management Programme Reports (EMPr)
  • Environmental Control Officer (ECO) Functions
  • Legal Compliance Audits
  • EMPr Compliance Audits

The Significance of Compliance

To ensure compliance with the approved Environmental Authorisation (EA) and the conditions stipulated in the approved Environmental Management Programme (EMPr), a qualified Environmental Control Officer (ECO) must be appointed to monitor and audit construction activities on site. The ECO will conduct environmental audits during the developmental phase and submit reports on a frequency specified in the EA and EMPr to the relevant Competent Authorities (CA), either National or Provincial.

Annual Audits

Wallace and Green (W & G) can also assist in conducting independent annual audits to assess compliance against the relevant Water Use Authorisations (WUA), Waste Management Licenses, and Permits. The evaluation will cover aspects such as, but not limited to, permissible waste, access control, construction, operations, monitoring, auditing, record-keeping, and reporting. W & G has extensive experience in monitoring and auditing a variety of different types of developments i.e., infrastructure and mixed-use and as such is well-suited for these tasks.
